Development Contributions Plan

Development contributions are part of the urban development process in Victoria.

Developments needing essential infrastructure such as roads, sewers, drains and utilities have been required to make a one off contribution towards the cost of their provision through various means over a number of years.

In 1995 the Victorian Government introduced a legislative scheme into the Planning and Environment Act 1987 standardising the way local Councils charged development contributions. In 2004 the Act was amended to allow Victorian Government agencies to charge contributions.

In November 2005 the Victorian Government announced the introduction of State Development Contributions as part of its vision for outer urban development, A Plan for Melbourne’s Growth Areas.
